What it actually means
Most homes and vessels have working components. Solar on the roof, batteries in the cabinet, a router, some smart switches, a security system, a vessel monitoring app. What they don't have is a system. Each component runs in isolation, each has its own app, each fails in its own way, and none of them talk to each other.
